It is expected that as of May 2006 the digital tachograph (DTCO) is going to become mandatory throughout Europe. As of that date, the digital tachograph is required equipment for:
 All newly licensed trucks with a permissible total weight of more than 3.5 tons.
All busses with more than nine seats.
Leading motor vehicle manufacturers already offer this equipment as an option, and the number of vehicles equipped with a DTCO is steadily increasing.
Training Need
The resulting need for proper schooling and training is enormous: Approximately ten million truck drivers, 400,000 fleet owners, 30,000 workshop employees, and over 600,000 inspectors are affected by the new legislation.
